Thomas B. Jubin graduated with high distinction from Valparaiso University in 1983. A
graduate of the University of Wyoming Law School, he was a member of the Land and Water Law Review. After serving as a law clerk with the Wyoming Supreme Court, Jubin was named Public Defender for the Eighth Judicial District. He served as County Prosecuting Attorney for Platte County, Wyoming from 1988-1990. He and his wife, Liz Zerga, maintain a practice in Cheyenne, with an emphasis on personal injury litigation, civil rights litigation, criminal defense and employment litigation. A former Board Member of the Wyoming Trial Lawyers Association, Jubin has lobbied for the Association since 1996.
Devon O'Connell practices with the Laramie firm of Pence and MacMillan, LLC. She graduated with honors from the University of Wyoming College of Law in 2000. Her practice focuses on civil litigation, civil practice, family law, and personal injury. She currently works with WTLA as part of its lobbying team at the Wyoming State Legislature and serves on the WTLA Board of Directors.
